Reporting to the Supervisor, Service Design, this position is responsible for designing transit routes, monitoring of network performance, forecast transit demand and plan transit services, scheduling of transit services, and ensuring adequate programs are in place to support transit needs; conducting analysis of ridership, schedule reliability and other data, conducting research and analysis of demographic and geographic data to develop service proposals, impact statements and transit projections; and providing input to development applications, (Official Plans, Secondary Plans, subdivision and site plan applications) and road reconstruction projects.

The incumbent will:

  • Analyze, propose and develop route, service, stop and terminal enhancements that are supported by business case summaries
  • Liaise with Operations, Customer Service, Specialized Transit and other functional groups regarding proposed route, service and infrastructure enhancements
  • Participate in the annual service planning process, which includes the justification of additional staff and bus resources
  • Propose new and adjusted services through analysis, updates, and generation of documents pertaining to nodes, route patterns, alignments and distances, revenue service beginning and ending times, frequencies, and vehicle requirements
  • Liaise with Infrastructure & Maintenance regarding the planned transit stops
  • Support the Scheduling team with analysis of passenger travel patterns and peak demand to optimize connectivity within the system and with other systems to ensure passenger travel times and wait times are minimized
  • Provide recommendations to improve efficiencies of transit services
  • Adjust transit routes through analyzing, updating, and generating supporting documentation
  • Liaise with outside partner agencies, suppliers and customers
  • Work in accordance with the provisions of application health and safety legislation and all corporate/departmental policies and procedures related to occupational health and safety

The successful applicant must possess:

  • Post-secondary education in Planning, Engineering, Data Analysis, Mathematics Business Administration and/or Statistics
  • Minimum three (3) years of experience in transit and transportation planning
  • Knowledge of theories, principles and practices of public transit, transportation, urban land use and regional planning
  • Knowledge of theories, principles and practices of transit planning, transit priority measures, and scheduling
  • Computer literacy with advanced proficiency in Microsoft Office applications, including Access, Word, Excel, Project, and PowerPoint
  • Business and fiscal analysis, statistics theories and trends, statistical principles and survey techniques
  • Knowledge of basic data processing procedures, operations, data flow, and records maintenance, as well as knowledge on report preparation methods
  • Data interpretation and analytical skills
  • Highly refined written and communication skills, demonstrating the ability to convey issues and concepts in a convincing and easily understood manner
  • Excellent analytical and research skills showing good judgment and sound problem solving abilities
  • Ability to communicate effectively with all levels of regional staff, municipal and provincial partners and the public
  • Ability to work outside normal business hours on occasion as required
